Because it all depends on the carrier, and there are more than 5000 of them.
I bought carry-on luggage from Amazon, and the items specified which airlines they were compliant with (EasyJet and Ryanair). Made it easy.
Are you actually measuring various bags or just going off of listed dimensions? You do know each airline has slightly different dimensions right? The actual measurement isn’t a hard & fast number but simply a cumulative… most luggage companies make it simple; either it’s a 22" or a 20".
I fly at least 30-35 times a year; I’ve yet to see somebody kicked off or forced to check their bags because it wasn’t EXACTLY to spec.
Topo Designs World Roller.
I just buy European-sized carry-on. Briggs and Riley and Samsonite do a fantastic job fitting and have amazing wheels.
I recently got a Thule four-wheeler (from REI) and am loving it. Small enough to always be a carry-on, and the wheels are really high quality; moves with almost no effort.
Try the Osprey website. They have the luggage you are looking for.

I agree with this.
If you look at TravelPro’s website, there are two different sizes for a carry-on: the US version and the International one. That being said, even the smaller International one that I used on BA was larger than Norwegian Airlines allows, so it’s very much a moving target. Just research each airline and go for the one that fits the bulk of your trip.
What country are you in or what airlines are you trying to use?
I’ve never had an issue with it, and I stock my carry-ons. In my experience, as long as you get through pre-check and have early boarding, they’ll make room for your bag. Worst case, you do a free gate check.
Stop trying to carry on large bags. Carry a backpack.
It’s not.
This is such a wild take. Do you think that everyone else is finding these magic suitcases elsewhere and you’re being left out? Have you never flown in your lifetime? What do you think all the ‘carry on’ labeled luggage is for if not to be carried on?
I literally input the dimensions and the word bag into the search bar on Amazon and on walmart.com and was rewarded with a wealth of options; you’re not looking in the right places. Also, there are now bags that have detachable wheels to address the issue that you are whining about.
@wayne
You’re half-right; I was just searching for ‘carry on luggage.’ Searching for 22x14x9 gives better results. That being said, if you click through on a lot of these options and look at their actual dimensions, you will find that even though they advertise themselves to be ‘22x14x9’ in the product name/description, their actual listed dimensions are often somewhat bigger, which is the thing I was complaining about.
@Axel
Search for international carry-on.
One example: https://travelpro.com/collections/compact-and-international-carry-ons
Edit: maybe a little smaller than what you can bring on domestic US flights, but it’s definitely good for international flights.
@Nico
This is the answer if you are concerned about this issue. Anything sold by a major luggage brand as ‘international carry-on’ will be fine 100% of the time. Some carriers overseas are more strict about this, so it could matter outside the US.
For domestic travel in the US, you can relax the measurements a bit. If it fits in the overhead bins, no problem. This is why there are essentially two classes of carry-on luggage.
@Axel
You also have to be extra careful when buying because often the listed dimensions don’t include the wheels. I have had to send a few bags back for that reason.
@Axel
This is the definition of ‘doing your research’. My process as well. I’ve had to return things too many times not to.
