Pretty simple; on your statement, it should show who the vendor is. They are the ones you have the dispute with. If it says Sixt but you used Capital One’s platform, you mention that in your dispute.

That’s awful! I’d definitely contact Capital One Travel and explain the situation. They might be able to help you resolve the issue with Sixt.
